Polly Towill Named Among Daily Journal’s Top Women Lawyers in California

The Daily Journal selected Business Trial partner and Los Angeles office managing partner Polly Towill for its 2024 list of “Top Women Lawyers” in California, which honors the “best 100 women lawyer practicing across California.” This marks Towill’s second appearance on this prestigious list.

Towill was noted for representing the Federal Home Loan Bank of San Francisco (FHLB-SF) against claims of fraud, violation of the California Business & Professions Code and a request for declaratory judgment. Towill ultimately achieved the dismissal of all claims against FHLB-SF.  

“Of note, and a big victory for all FHLNs across the country, the court conclusively ruled that no private right of action exists against a Federal Home Loan Bank for violation of the Federal Home Loan Bank Act,” Towill said to the Daily Journal. “This protects this important institution from claims that threaten to deplete its resources to gain advantage.”

The Daily Journal also highlighted Towill’s pro bono work. She is currently leading a Sheppard Mullin team that, along with nonprofit A Better Childhood, filed a class action lawsuit on behalf of 11 named plaintiffs and thousands of other children who are in the San Bernadino County foster care system seeking declaratory and injunctive relief against the state and county defendants, alleging that San Bernardino County’s child welfare system is broken and in need of systemic reform.

“The stories are heartbreaking, commented. “Getting the attention of the responsible agencies and giving a voice to the children by filing this complaint including drafting eight complex causes of action that would survive a motion to dismiss was a large effort by our team. Getting a good result for the foster children will be a focus this year.”
