Chris Kolosov is a partner in the Energy, Infrastructure and Project Finance Team in the firm's Los Angeles office.
Areas of Practice
Chris concentrates her practice in energy project development, financing, sales and acquisitions, and in regulatory matters before the California Public Utilities Commission (CPUC).
Chris represents developers and owners in the negotiation of power purchase agreements, renewable energy credit purchase and sale agreements, engineering, procurement and construction agreements, equipment supply agreements, operations and maintenance agreements, shared facilities agreements, and development services, construction management and asset management agreements, and she oversees project document diligence on behalf of financing parties. She represents buyers and sellers in the acquisition and disposition of development stage and operating energy generation and storage projects. She also regularly represents investor-owned water utilities in regulatory proceedings before the CPUC.

- Representation of the seller in connection with its disposition of a development stage, hybrid 350 MW solar and 350 MW battery storage project located in California.
- Representation of the buyer in connection with its acquisition of an operational 20 MW geothermal facility located in Nevada.
- Representation of an independent power producer as the seller under a power purchase agreement with a California community choice aggregator for a 220 MW portion of its wind farm located in New Mexico.
- Representation of an independent power producer as the seller under a power purchase agreement with a California community choice aggregator for a 26 MW geothermal facility located in California.
- Representation of an independent power producer in the negotiation of engineering, procurement and construction agreements for its 100 MW solar facility and 100 MW/400 MWh battery storage facility to be constructed in New Mexico.
- Representation of a mining company in the negotiation of an engineering, procurement and construction agreement for a 130 MW solar facility to power mining operations in Nevada.
- Representation of the buyer in the acquisition of an operating 20 MW battery storage facility and assets for a second 20 MW battery storage facility in early development in California.
- Representation of a developer in the procurement of ITC safe harbor equipment for a large portfolio of solar projects.
- Representation of the seller in connection with the disposition of a 130 MW solar project located in Texas to a Korean purchaser.
- Representation of lenders in connection with a construction, tax equity bridge loan, term loan and letter of credit facility for a 105 MW solar facility contracted to sell electricity and renewable energy credits to a California community choice aggregator, including review of power purchase, equipment supply, engineering, procurement and construction, operation and maintenance, interconnection, interconnection co‑tenancy and shared facility arrangements.
- Representation of an independent power producer as the seller under a firmed and shaped energy power purchase agreement for a 250 MW solar facility located in Texas.
- Representation of a regulated water utility in respect of its petition for writ of review before the Supreme Court of California of a decision of the California Public Utilities Commission.
- Representation of a regulated water utility in cost of capital proceedings and general rate cases before the California Public Utilities Commission.
- Representation of a water and electric utility company in connection with its application before the California Public Utilities Commission requesting authorization to reorganize the electric division into a separate electric utility company.
