Shane P. Early

Shane Early is special counsel in the Real Estate, Energy, Land Use & Environmental Practice Group in the firm's Washington, D.C. office. Shane is licensed to practice in Massachusetts and Connecticut. He is practicing pending admission in Washington, D.C. and working under the supervision of one or more D.C. Bar Members.

Areas of Practice

Shane represents independent power developers and owners and merchant generators, electric power marketers, merchant electric transmission companies, electric utility companies, investment and private equity funds and wholesale and retail customers in regulatory and commercial matters, including contested regulatory proceedings before the Federal Energy Regulatory Commission (FERC) and state regulatory agencies. Shane’s work focuses on utility regulatory, administrative litigation and project development. He provides guidance to clients in the utilities sectors and advocates for favorable policies with regulators.

Experience

• Representing renewable energy developers generation interconnection disputes
• Representing developers and generation on state and federal energy regulatory issues concerning the development of data centers
• Representing renewable energy developers in FERC rulemakings
• Representing renewable energy developers in FERC queue reform proceedings
• Participating in meetings with states, NESCOE and ISO-NE regarding the future of the region's energy policy and its electric grid
• Overseeing the adjudication of solar rights concerning ISO-NE's forward capacity market and the use of energy storage systems by net metering customers
• Implementing the SMART Plan for the Massachusetts solar program
• Zoning exemptions and other approvals for the siting of energy facilities
• Handling appeals to the Massachusetts Supreme Judicial Court regarding the approval of a long-term state contracts for generation
