Susan Warshaw Ebner Opines on GSA Contract Consolidation Executive Order in Law360

Stinson LLP Partner Susan Warshaw Ebner is featured in a Law360 article about recent Trump Executive Order 14240, consolidating domestic federal procurement of "common goods and services" and acquisition contracts for information technology in the General Services Administration (GSA).

The goal of the executive order is to consolidate governmentwide acquisition contracts to make the process more efficient for both the government and its contractors. It is part of the administration's ongoing efforts to shrink the size of the federal government, increase efficiency and save money.

According to Ebner, the GSA will need to take a holistic view of what it means to be efficient, balancing factors such as price and innovation, for the consolidation to be successful.

"That's going to be the devil in the details, right? How do we try to accomplish all the purposes of the government? ... I don't think it's going to be easy, but I think that if they work at it, they could do some good stuff," Ebner said.
