Overview

Matthew assists clients on a plethora of banking and financial services needs while minimizing legal risk. Matthew's experience is focused on the FinTech and Payments industry and includes helping to educate and advise clients to ensure they are compliant with both state and federal laws and regulations. Matthew also has experience in secured lending transactions.

During law school, Matthew honed his legal skills across various practice areas as a summer associate at Stinson. Additionally, he served as a judicial intern for Judge Roseann A. Ketchmark of the Western District of Missouri and as a legal intern at Truman Medical Center.

Regulatory & Compliance

  • Closely tracks pending legislation, regulatory action, and industry developments to stay on top of issues affecting client business offerings. This includes recent developments at the Consumer Financial Protection Bureau such as the Nonbank Registry Regulation, the Section 1071 final rule related to small business lending data collection, and the Section 1033 final rule related to personal financial data rights.
  • Communicates with regulators regarding changes in the officers and directors of state-licensed entities to ensure smooth onboarding for those individuals.
  • Analyzes various state and federal laws and regulations related to error resolution procedures (EFTA/Regulation E), truth in lending requirements (TILA/Regulation Z), data security measures, change in control requirements, debt collection practices (FDCPA/Regulation F), and required consumer disclosures.
  • Completed 50-state survey for client in virtual currency space regarding compliance obligations related to licensure and remittance transfers.
  • Drafted compliance chart for digital banking platform outlining their compliance obligations under federal laws and regulations.

Lending

  • Routinely documents lender-side loan transactions for insurance premium finance lending, including advising client of state premium finance laws and regulations.
  • Assisted representation of borrower in syndicated credit facility by drafting ancillary documents and conducting related diligence.
