Overview
Jeff is a partner in the Vorys Cincinnati office and a member of the litigation group. He focuses on complex litigation matters and False Claims Act (FCA) cases, and he has successfully represented numerous clients in the federal and state courts of appeal.
His complex litigation experience includes:
- Obtaining dismissal of numerous PPP banking and consumer class action class action lawsuits
- Representing a manufacturer of opioid products in state and national litigation brought by municipalities
- Defending the respondent in a week-long arbitration before the International Chamber of Commerce in dispute regarding international coal shipments
- Representing companies in litigation regarding misappropriation of trade secrets
- Litigating contract disputes between retailers and vendors of their products
- Defending civil RICO and antitrust claims
- Assisting banks in Article 4A defenses in cases involving spoofing and international wire fraud
His FCA experience includes:
- Representing targets of Department of Justice investigations
- Convincing the Department of Justice not to intervene in FCA actions
- Defending contractors in FCA actions involving NASA, Air Force, Navy, Army, GSA and numerous other government agencies
- Assisting environmental contractors in FCA actions involving Department of Energy facilities
- Litigating FCA actions involving hospitals and physician groups
- Authoring numerous successful motions to dismiss and motions for summary judgment
- Negotiating settlement of FCA actions with the Department of Justice
- Obtaining dismissal of an Indiana FCA action concerning collection of sales tax at trial court level and affirmance at appellate and state Supreme Court levels
- Helping obtain a directed verdict in a five-week qui tam FCA jury trial that ultimately resulted in a United States Supreme Court decision narrowing the scope of liability for defendants under the federal FCA
Jeff has presented at several conferences on topics including alternative dispute resolution, motion practice, construction law and technology issues.
Jeff received his J.D. from the University of Texas School of Law, where he was a member of the Texas Law Review and the Order of the Coif. He received his B.A. from the University of Virginia.
