Luis Augusto Martínez-Román

Biography

He focuses his practice on corporate, real estate, hospitality, finance and government affairs and public policy.

Prior to joining McConnell Valdés he held various roles at Puerto Rico’s executive and legislative branches, initiating his inroads in 2007 at the Puerto Rico Senate with then president Kenneth McClintock-Hernández. In 2009 he joined Governor Fortuño's administration at La Fortaleza, serving in different capacities and collaborating with the governor's municipal and key infrastructure initiatives.

From 2018 to 2019 Mr. Martínez-Román served as Deputy Administrator of La Fortaleza and as the Executive Director of the governor's own office. In August 2019 he was appointed as Administrator of La Fortaleza. As one of the youngest officials to serve in that role, he efficiently managed the budget, implemented a broad-cut spending plan, and executed a comprehensive restructuring of Fortaleza’s internal procedures and contracting processes, resulting in more than 25% cost reduction. He also directed the Luis A. Ferré Executive Internship Program, a Summer program that provides employment opportunities to more than 100 college students.

In December 2020 he was appointed Associate Commissioner of the Public Service Appeals Commission, a quasi-judicial group that presides over formal public proceedings and issues determinations on labor matters. Mr. Martínez-Román effectively managed a broad and complex caseload, achieving well-sound decisions, many of them revised and confirmed by Puerto Rico’s Court of Appeals. By the end of his term, he had successfully attended or initiated procedures in over 80% of his cases.

He also has experience in drafting legislative bills including medical tourism, transportation, and housing. 

Mr. Martínez-Román recently became member of the Board of Directors of Conservation Opportunity a 501(c)(3) non-profit corporation that aims to connect interested parties with jobs and internship opportunities within the environmental field, while promoting nature conservation throughout activities and social media presence.

While in law school, he served as an Editor for the University of Puerto Rico Law Review’s 87th volume. Also, from 2016 to 2019, he served as a member of the University of Puerto Rico School of Law Student Council. In 2020, he published the article Tribunal de Apelaciones de Puerto Rico, Pasado, Presente y Futuro, 4 REV JUR. AAPR 323 (2020).
