Claire counsels clients of all sizes on energy and environmental regulatory matters.
Overview
Claire brings experience as a law clerk at the U.S. Court of Appeals for the District of Columbia Circuit and the U.S. Court of Appeals for the Federal Circuit to guide clients through regulatory and administrative proceedings. Her practice is a balance of state permitting and due diligence for renewable energy developments, as well as compliance with ever-changing state and federal environmental regulations.
Her regulatory and permitting practice includes assisting clients with state and local zoning, permitting and land use issues for wind, solar, natural gas and transmission lines before the Minnesota Public Utilities Commission and other agencies.
Claire also understands the importance of providing clients with accessible guidance in complex regulatory systems. In particular, Claire has experience with Minnesota’s cutting-edge regulation of emerging contaminants, including PFAS. She also provides up-to-date and relevant counseling on the continuing evolution of environmental justice considerations at both the federal and state level.

Counseled clients on environmental justice issues, including EJScreen and the role of environmental justice in agency enforcement.
Provided environmental and energy diligence for transactions in Iowa, Minnesota, New York, North Carolina, Texas, and Virginia.
Guided clients through the changing landscape PFAS regulations at the state and federal level, including questions related to sampling for PFAS and bans on PFAS in consumer products.
Leveraged state and federal data and information protection laws, including the Freedom of Information Act and the Minnesota Government Data Practices Act, to gather vital information for clients as well as protect client information.
