Overview

Through the course of his career, Pete has appeared before over half of the state insurance regulatory agencies in the United States. He cut his teeth in the industry by handling the regulatory fall-out from the medical malpractice crises of the 1980's and 1990's in house for the nation's then largest medical liability insurer. Following this experience, Pete served as Division Counsel to the insurer's medical liability insurance division and then as Group Counsel to its Specialty Commercial insurance group, where he led a group of attorneys and other professionals in providing counsel to the insurer's niche markets.

Pete's first-hand experience working inside the industry, directly with regulators and for several years in private practice enables him to rapidly develop efficient solutions to the regulatory and other legal challenges facing all manner of insurance businesses. He has developed risk retention and risk purchasing group programs, reinsurance and pooling arrangements, fronting programs, captive insurance arrangements and various distribution mechanisms.  He regularly counsels insurers and their boards on governance matters.

In the course of his 30 years of practice, Pete has also been heavily involved in developing and drafting substantial portions of Minnesota's insurance regulation, including legislation dealing with ride sharing, surplus lines, worker's compensation rating, fraternal solvency, market conduct enforcement reform, and service contracts, among many others.  That background makes him a highly effective advocate for insurers, administrators, service providers and producers in enforcement actions, holding company act filings, transaction applications, solvency investigations, product filings and all manner of regulatory matters.
