Overview
Robin is of counsel in the Vorys Columbus office and a member of the health care group. She has broad experience in all areas of health law, but focuses her practice in the fields of long term care, developmental disabilities and behavioral health. She has extensive experience representing long term care providers, including skilled nursing facilities, nursing homes, assisted living/residential care facilities, continuing care retirement communities (CCRCs), independent living facilities, home health agencies and hospice providers; developmental disabilities providers, including ICFs/IID, licensed residential facilities, and agency and independent providers; and behavioral health providers. Her experience includes state and federal licensure and certification; state and federal regulatory issues and compliance, including survey and enforcement; administrative investigations and appeals; Medicare and Medicaid laws, enrollment, filings for changes of ownership/operator and reimbursement; certificates of need; physician and nurse practice; and transactional work, including mergers, acquisitions and consolidations.
Robin is also a registered nurse and has extensive experience in the healthcare industry. Prior to law school, she practiced as a critical care and emergency department nurse. Robin’s background gives her a unique perspective in understanding her client’s legal and operational issues. She retains an active nursing license.
Robin is also a member of the firm’s COVID-19 Task Force and frequently advises healthcare providers on COVID-19 related issues.
Career highlights include:
- Assistance with the acquisition and development of several long term care facilities, intermediate care facilities for individuals with intellectual disabilities and licensed residential facilities, including purchase agreements, due diligence, certificate of need, change of ownership/operator, licensure, Medicare and Medicaid filings and regulatory compliance
- Assistance with the acquisition of several home health agencies, including purchase agreements, due diligence, change of ownership/information, certification and accreditation, Medicare filings and regulatory compliance
- Successful administrative proceedings and settlement negotiations involving certification and licensure suspension and revocation for several long term care, behavioral health and developmental disability providers
- Preparation of approved plans of correction and policies and procedures for long term care, developmental disability, and behavioral health providers with multiple certification and licensure citations, including immediate jeopardy and substandard care
- Guidance to health care trade associations regarding Medicaid reimbursement and health care regulatory issue
Robin is a member of the American Health Lawyers Association.
She has presented on numerous health care topics, including those involving long term care, ICFs/IID, home and community-based settings (HCBS), Medicaid waiver issues, federal and state regulatory requirements and enforcement, healthcare transactions, nurse practice, fraud and abuse, Medicare and Medicaid reimbursement, the opioid epidemic and COVID-19.
Robin received her J.D. magna cum laude from the Cleveland State University College of Law. She earned her B.S. summa cum laude from the Franciscan University of Steubenville. She had the highest graduating GPA in the nursing major during her bachelor's program.
