Overview

Jon is of counsel in the Vorys Columbus office and a member of the probate and tax group.  He focuses his practice on helping clients identify and utilize economic development incentives, tax incentives and economic development financing mechanisms to create both jobs and economic growth.  Jon also helps developers, operating businesses and political subdivisions form public-private partnerships and special economic development entities to assist in developing and redeveloping property.

Jon has negotiated state and local incentives for a number of large-scale projects, including data center projects in multiple jurisdictions.  He has also helped companies pursuing these projects to address infrastructure issues through complex arrangements, including development agreements and water service agreements.  

As part of his practice, Jon also advises solar energy projects to assist those projects with incentives, and in particular the incentives available for qualified energy projects in Ohio.  Jon currently serves as an appointed member of Ohio Third Frontier Commission, which works with innovative startup companies across the state.

Prior to joining Vorys, Jon served as chief legal counsel for the Ohio Development Services Agency (now known as the Ohio Department of Development).  Jon’s experience at the agency included overseeing programs involving tax credits, grants, loans, workforce training, renewable energy, export assistance, small business centers, minority business services, support for technology and innovation companies, support for energy efficiency and need-based energy assistance and Tourism Ohio.  Jon also has experience in class actions and complex commercial litigation having previously served as a partner in the trial practice group of a large national law firm and in a boutique firm specializing in litigation.

Jon received his J.D. cum laude from Harvard Law School and his B.A. summa cum laude from Dartmouth College.
