Overview

Mike is a partner in the Vorys Pittsburgh office and a member of the litigation group.  He has experience in a wide variety of litigation matters, including complex commercial disputes; antitrust and securities law matters; false advertising and anti-competitive claims; trade secrets and data security; and financial fraud and investment scheme claims. Mike has tried cases before juries and judges in both State and Federal courts, as well as various arbitration bodies.

Mike is counsel to Pennsylvania’s largest trade association for providers of intellectual disability and autism support services.  As a parent-advocate as well as an attorney, Mike is a frequent speaker and writer on ID/A issues.  Mike represents numerous ID/A providers in regulatory matters with the Office of Developmental Programs (ODP), including formal provider appeals to the Bureau of Hearings and Appeals. 

Mike also has extensive experience counseling and defending clients in many industries, particularly health care and financial institutions, on regulatory and compliance matters involving state and federal agencies., such as DOJ and SEC investigations; OAG investigations, whistleblower actions; U.S. export laws; sanctions programs administered by the Office of Foreign Assets Controls (OFAC); Arms Export Control Act (AECA); the International Traffic in Arms Regulations (ITAR); and the U.S. Foreign Corrupt Practices Act (FCPA).

Mike also advises businesses on cyber security and data privacy issues and is a frequent speaker and presenter on cyber security, data privacy, and AI.

Notable experience includes:

  • Represents numerous ID/A service providers in appeals of fee schedule rates set by ODP for reimbursement under Pennsylvania’s Medicaid waiver programs.
  • Represents ID/A and behavioral health providers in regulatory investigations and compliance matters, including inspections and incident investigations.
  • Represents health care providers, company executives, and companies in government investigations, whistleblower matters, and voluntary self-disclosures.
  • Successfully defended health care group from government false claims investigation and related Qui Tam litigation for alleged breach of the physician self-referral law (Stark law), obtaining voluntary dismissal of case by the government.
  • Represented a national bank in securities fraud and conspiracy litigation against other financial institutions relating to the collapse of the CDO market.
  • Obtained FINRA arbitration award in favor of investors for securities fraud and unauthorized trading by top broker of a national wire house firm.
  • Representing investors investigating fraud and other corporate malfeasance following bankruptcy of prominent Pittsburgh-based restaurant franchisee.
  • Represents a national fraternity in connection with its data security and privacy policies and procedures.

Mike received his J.D. from Wake Forest University School of Law and his B.A. from West Virginia University.
