Colleen Jarrott Discusses Why Louisiana Could Tell Texas to "Hold My Beer" When It Comes to Carbon Capture Development

Colleen Jarrott was recently quoted in S&P Global Market Intelligence, discussing the latest developments in efforts to expand carbon capture adoption in the United States. Despite initial skepticism, there has been a notable uptick in permit approvals for Class VI wells, which are crucial for carbon storage projects.

Louisiana's oil and gas industry and its porous geology have made it a prized target for carbon capture development. Jarrott said that recent state laws on CO2 storage leasing and accident liability have helped secure investment and earn the Environmental Protection Agency's (EPA) trust. "It's the first time we get to tell Texas to sort of hold our beer," she added.

Jarrott explained that although Texas, Arizona, and West Virginia are seeking primacy from the EPA, they will likely need to change their statutes to bring their permitting program up to the federal government's standard. "You can have a regulatory scheme that's more strict than the EPA, but you can't have one that's less strict," she said.
